GIS Integration

The concept of ‘place’ is central to the legislative process. GIS turns the written word of the law into a powerful visual depiction of place and the effect legislation can have on place. From start to finish Geo-designing legislation and regulation allows all law and policy makers to visualize need and analyze effect in a greatly improved decision making process. Geo-coding bills from their inception enables policy makers, staff members and citizens to track and pinpoint law that may affect them directly, can promote richer interactions within the legislative process and result in greater openness and transparency. The idea for a bill can come from a concerned citizen, group, organization, the Governor, government agencies or a legislator. GIS technology can identify connections previously hidden deep within data sets, aiding this first legislative step. Ultimately this layering of data can lead to more effective, targeted legislation.

Once the idea for the bill has been formulated it is referred to the drafting attorneys for drafting. Utilizing GIS tools Propylon’s LWB (Legislative Workbench) software enables legislatures and their research departments to associate Geo-notes with bill drafts, thus encoding the bill with its critical ‘place’ information which forms a core element of the bill draft. This Geo-encoding allows for greater understanding of the legislation and its effects and will ultimately result in better law.
