URISA - GIS-Pro 2011 Conference Closing Keynote

Approximately 70% of all policy making by legislatures and executive branches can be related to place and yet a mere fraction of one per cent of all legal materials produced and consumed on the planet are based on maps. GIS has advanced to the point where this can - and perhaps must - change in the interests of keeping the democratic law-making process vibrant into the 21st century.

In this talk, Sean McGrath, build director for the KLISS e-democracy system in Kansas outlines how GIS is being integrated into the very heart of law-making in Kansas, opening up exciting new vistas for legislators and citizens alike

Propylon and ESRI Enter New Partnership

Propylon and geographic information systems (GIS) giant ESRI have joined forces. ESRI's digital map technology is used by many organizations to improve business, fight crime, and render public information in innovative ways. Adding GIS capabilities to Propylon's Legislative Work Bench (LWB) will now create exciting legislative capabilities.

Bills moving through LWB will be geo-coded so they can appear as map pinpoints or heat maps showing their geographic scope. Voting records, appropriations and any other lawmaking functions can be geo-located as well, enhancing lawmakers access to instant information. Legislators will be able to access district voting records or determine public service funding levels. The public will also be able to geo-locate bills affecting their specific districts. These Location Based Services are versatile, and could even be made available as iPhone apps.

The integration of GIS and LWB is an important milestone in bringing lawmaking into the 21st century. Comments and suggestions for uses of this new technology are welcome.
