About the speakers:

Don C. Heiman, Chief Technology Officer, Kansas State Legislature

Currently the Chief Information Technology Officer (CITO) for the Kansas State Legislature, Don Heiman has also served as CITO for the Executive Branch of the Kansas State government. Over the years, Don has held a great many positions of leadership with in the technology arm of State government. His background in economics and broad public sector experience has positioned him to be a thought leader who is widely published. He's written extensively in organizational management, information technologies and the role of technology in government.

Sean McGrath, Chief Technology Officer, Propylon Inc.

Sean is the CTO of Propylon. He has twenty five years of experience in the IT industry, most of it in the legal and regulatory publishing space. He holds a first class honors degree in Computer Science from Trinity College Dublin. He served as an invited expert to the W3C special interest group that created the XML standard. He is the author of three books on markup languages published in the Dr Charles F. Goldfarb Series on Open Information Management, published by Prentice Hall. Sean is based in Lawrence, Kansas where he lives with his wife and three children.

Jason J. Steckler, Legislative Council, Director of Information Technology, North Dakota Legislative Branch.

Jason J. Steckler is the Legislative Council Director of Information Technology for the North Dakota Legislative Branch. Under his direction and leadership the state has engaged on a project to implement an enterprise architecture of IT systems for the legislature. The project focus has been documented business process definitions, technology migration, simplified systems integration and maintenance, improved tools and an open data format at the heart of the systems.  Thus allowing information to be available to those who need it when they need it. The project allows for the state to take advantage of new technologies to better support the staff, members and constituents of the State for years to come.
