Paul McKeon
Chief Executive Officer

Paul McKeon is founder and Chief Executive Officer of Propylon. Paul qualified as a Chartered Accountant with Bastow Charleton in 1989 and worked in a number of roles in Corporate Finance before becoming Propylon CEO in 2000. Paul is an experienced high technology entrepreneur and investor. Paul is also currently a non-executive director of Newbay Software, Kore Virtual Machines and AMCS Group. Paul is a founder Director of Mianach Venture Capital which has raised two funds and invested in a number of emerging Irish technology companies.

John Harrington
Chief Operations Officer

John is the COO of Propylon with responsibility for Propylon's global client base, partnerships and growth.

Before joining Propylon, John worked in the telecoms industry delivering global platforms for the Vodafone group across a number of European countries. Previous to this role John worked with software suppliers to telecoms delivering key business IT projects for revenue generation and billing for customers in the US and Europe.

John is a member of the Project Management Institute. He holds an honors degree in business information technology from Trinity College Dublin.

Sean Mcgrath
Chief Technical Officer

Sean is co-founder and CTO of Propylon. He heads up the CTO Office out of Propylon's Lawrence, Kansas facility.  He has almost 30 years of experience in the IT industry, most of it in the legal and regulatory publishing space. He holds a first class honors degree in Computer Science from Trinity College Dublin. He served as an invited expert to the W3C special interest group that created the XML standard in 1996. He is the author of three books on markup languages published by Prentice Hall. He is a regular speaker at industry conferences and regular contributor to the trade press. Elizabeth Rice
Senior Client Manager /
Associate Vice President of Operations

As Senior Client Manager/Associate Vice President of Operations, Beth brings over 18 years of Project Management and Business Leadership experience to Propylon. She was instrumental in the completion of the State of Kansas project, while also establishing Propylon's North American head office.

Prior to Propylon, she was a Managing Director at Cerner Corporation and provided IT management and leadership to small and large firms in industries ranging from Financial Services to Telecommunications. Beth's responsibilities include managing the North American client delivery teams as well as support and management for Propylon's North American clients.

Kieran Fitzpatrick
Engineering Manager

Kieran is Propylon's Engineering Manager and Chief Technical Architect. With over 10 years' experience delivering enterprise solutions, Kieran has been involved in all aspects of the development lifecycle. In his time at Propylon Kieran has designed and implemented solutions for a number of private and public sector clients. These solutions range from service oriented architecture, document management to N-tier systems. Kieran is responsible for ensuring LWB implementations adhere to Propylon's core architecture and principles.

As Engineering Manager Kieran is responsible for the successful development and delivery of Propylon products across the full client base. Kieran manages deliverables that meet and exceed both the short-term tactical and long-term strategic goals of the organisation.

Patricia Conlon
VP Global Human Resources

Patricia is VP Global Human Resources and a member of the executive team in Propylon. She is responsible for talent management, performance management, learning and development, compensation and benefits and the creation of a high performance culture.  She also ensures that the organisation has world class HR processes and is compliant in all relevant jurisdictions.

Patricia has 15 years financial services sector experience in Bastow Charleton and Hogan & Associates. Patricia has completed the Strategic Human Resource Management Programme at the Irish Management Institute and is a Professional Member of SHRM.

Her expertise has been derived from the high tech and finance industries. She is a specialist in the HR issues involved in start up and scaling. Her goal is to support and communicate the needs of employees and to ensure employee retention through training and growth opportunities. Her strength is demonstrated in mentoring supervisors and managers, while providing tactical and strategic guidance to senior management teams.

Fernando Ciciliati
Chief Scientist

As Propylon's Chief Scientist, Fernando follows the trends and developments of technical and academic areas like Software Development, Systems Security, Legislative Informatics and Archival Science to ensure that the products and services offered to our customers are aligned with the best practices in these domains and at the same time employ state-of-the-art technology to achieve maximum quality and effectiveness.

He holds a B.Sc. (Hons) in Computer Science and an MBA. He has over 15 years experience in designing and implementing solutions for Parliaments and Legislatures in several countries.

Expert in technologies like Linux, Python and REST, Fernando has responsibility for the technical architecture of Propylon's products.
